Development began in November 1991, as Sega of America felt that Cerny's September date was too early for the sequel's development to begin. Naka agreed, and Sonic 1's lead level designer, Hirokazu Yasuhira, joined STI soon after. After this, the founder of Sega Technical Institute, Mark Cerny, met with Naka and promised him a higher salary and more freedom if he joined STI.
